Process user-reported files.
Where: /admin/moderation → filter by file-report type, or directly /admin/file-reports/{id}.
Per report:
- Dismissed (no action) → report closed.
- Remove reported file — file is unpublished; uploader is notified with the reason.
- Reject reported file — stronger action: file + its downloads history are purged from the system (after super-admin confirmation).
Reasons commonly reported: copyright claims, malware, broken archives, misleading metadata.
