[UPDATE] Two changes to forum deletion plus a dropdown polish pass.
Email-verified deletion for non-super-admins:
- Clicking Mod Tools → Delete Forum now routes to a confirmation page that emails a 6-digit code.
- Enter the code to confirm. The forum is soft-deleted and hidden from everyone except super admins.
- Super admins bypass the code — their confirmation page is just a single Delete forum button.
Super-admin review flow:
- Each deletion sends an in-app notification to every super admin.
- The /admin/forums page now shows a highlighted "Forums awaiting super-admin review" panel at the top (when any exist), with Restore and Purge actions per forum, plus a badge count in the page title.
Mod Tools dropdown polish:
- Slimmed from 10 entries to 6 (owner only sees 7), grouped under Settings & Access and Moderation section labels.
- Added horizontal spacing between icons and text, tighter vertical rhythm, subtle dividers.
No schema changes — this reuses the existing is_deleted soft-delete state and the security_action verification-code pipeline.
