Central inbox for user reports and moderator escalations.

What's in the queue:
- User content reports (posts, threads, messages, profiles, files)
- Forum escalations from moderators (type =
forum_escalation) - File reports
Filters: status (open / in-progress / resolved), type, date range, category, priority.
Per-report actions (for user-content reports):
- Warn user — sends a warning email with your custom message
- Suspend user — for N days
- Permanently ban user
- Shadow ban user (silent — they don't get notified)
- Dismiss — no action, closes the report
For forum escalations:
- Resolve & share determination — write resolution notes; they're posted as a reply to the escalation thread AND sent to the escalating mod as a notification (mods are team, so disclosure is appropriate).
- Dismiss escalation — same disclosure pattern.
Reporters of user-content reports get a generic "your report was reviewed" notification without specifics (privacy of the reported user).
