Where: top of /dashboard (visible to all signed-in users).
Bulletins are short messages from admins highlighting current events:
- Site maintenance windows
- New feature rollouts
- Contests and giveaways
- Community updates
Behavior: active bulletins stack (pinned ones at top); each has a dismiss button that hides it for you (doesn't delete it globally). Expired bulletins disappear from the home page automatically.
